The Board of Directors is pleased to announce a transition in how our community is managed. Going forward, Cedar Pass Ranch is moving away from traditional property management (with CSS) and adopting a self-managed model in partnership with Tailwater Strategies, LLC. By partnering with Tailwater Strategies, the Board retains direct control and oversight of the community while utilizing professional back-office support and foundational stability, at no additional cost to our neighborhood.


1. Access Your New Owner Portal (cedarpassranch.com)

Our new portal for all things HOA is now live!! This will serve as the central hub for governing documents, architectural requests, dues payments, and account management.

  • Website: cedarpassranch.com
  • Login: Access the system using the email address currently registered with the HOA (that you used with CSS).


2. Payments, Dues, and Late Fees.

  • Late Fee Waiver: Due to the challenges many owners faced with CSS payment systems, the Board is waiving all late fees for 2025 and 2026 (Jan 1, 2025 through Mar 31, 2026 only).
  • Outstanding Balances:
  • Any balances related to 2024 and earlier still apply, remain due, and subject to late fees.
  • Any balances (including 2025 & 2026) as of Mar 31, 2026 still apply, remain due, and become subject to late fees.
  • Payments/Dues: Account balances and payments are now available.
  • Recurring Payments: You will have the option to set up automated recurring payments within the portal.
  • Payment Plans & Partial Payments: If you wish to make partial payments or establish a payment plan rather than paying the full amount in one transaction, you must contact us via email at support@cedarpassranch.com to coordinate.
  • Refunds?: Refunds of late fees already paid to CSS are not available. Those funds were paid directly to CSS and were not retained by Cedar Pass Ranch HOA.

Strategic Evolution for CPR: Moving to Enhanced Local Control

Dear Homeowners,

The Board of Directors is pleased to announce a strategic shift in how our community is managed. Effective now, we will be transitioning away from our current full-service property management company, CSS, to a high-efficiency Self-Management + Back-Office Supported model.


Why the Change?

After careful evaluation, the Board determined that the "one-size-fits-all" approach of traditional property management often led to delays and a lack of personalized attention for our specific community needs. By moving to this hybrid model, we are reclaiming direct control over our community’s future while simultaneously reducing overhead costs.


The New Model: "Board-Led, Professionally Supported"

Under this new structure, the Board of Directors will take a more "hands-on" role in community-facing decisions—ensuring that the people who actually live here are the ones making the calls.

  • What the Board Manages Directly: The Board will now oversee vendor selection, common area inspections, and the final approval of all community enforcement actions. This ensures that decisions regarding our neighborhood are made by neighbors, not a distant corporate office.
  • What Tailwater Strategies Provides: To ensure this transition is seamless and stable, we have partnered with Tailwater Strategies, LLC. Tailwater acts as our "Institutional Memory". They provide the professional back-office infrastructure, accounting, and technology needed to keep the HOA running like a business.


Tailwater’s Role: Smart HOA Support – Powered by Technology

Tailwater Strategies does not make decisions for our community; they provide the tools and data that allow the Board to lead effectively. Their support includes:

  • Financial Integrity: Professional accounting tools, dues processing, and transparent financial reporting .
  • Technology & Transparency: Launching a new homeowner portal for easier payments, architectural requests, and access to all governing documents.
  • Compliance Continuity: Tracking statutory deadlines and state filings to ensure we remain in good standing regardless of Board member changes.


What This Means for You
  • Cost Efficiency: We are reinvesting the management fees previously paid to CSS back into the community.
  • Better Communication: You will soon receive login credentials for our new CedarPassRanch.com portal, which will serve as the single source of truth for all HOA business.
